Plenary Speakers

Conference Chair, Phil Gibson, Chair of Innopsis

Phil Gibson is Chair of Innopsis, the Industry Association for companies that deliver networking solutions to the public sector.  He also heads up Avoca Associates, which specialises in service transformation solutions in the Public Sector. Prior to Avoca he headed up the Public Sector Business development team at Virgin Media Business. He has been involved with PSN since its inception, chairing the workstream that developed the operating model and the challenging governance processes that are needed to make it work.
Before Virgin he was Head of Strategic Business at Cable and Wireless Worldwide and Head of Local Government at Energis, where he created ‘Government Connect’ as a response to the need for better information sharing in the wake of the Victoria Climbié tragedy. Phil has also held senior positions at NextiraOne, Alcatel and BT where he began his career in engineering.
When not involved in his public sector interests Phil is happiest behind a welding mask, restoring classic Italian sports cars!

Siobhan Coughlan, Programme Manager, Local Government Association 

Siobhan works with councils, central government, the voluntary and private sectors to ensure that local government is engaged in shaping how services are designed and delivered, to better meet the needs of different customers groups and communities and reduce costs.

This includes helping councils utilise technology and digital solutions to provide better access to services and information online for customers and businesses and the staff supporting them. She also works with Government and councils to better understand and manage cyber-attacks and cyber threats to public services.

She led on and co-ordinated local government’s response to the Cabinet Offices’ approach to the Public Service Network securing greater collaboration between local and central government, set up and runs the LG PSN Programme Board to support this work. She is also on the Health and Social Care Network (formerly N3) Programme Board and chair’s the HSCN stakeholder group.

She set up and runs the Local Government Delivery Council; this group of council Chief Executives, central government and voluntary sector representatives oversees various national programmes and helps improve how local and central government work together to transform local public services.

Ian Fishwick, CEO AdEPT Telecom and Commercial Director, Innopsis

Ian is CEO of AdEPT Telecom plc and also the Commercial Director of Innopsis: the trade association for Network Services suppliers to the Public Sector.

In his role as Commercial Director of Innopsis, Ian has been the Industry Joint Chair of the HSCN Commerical and Governance Work Stream. This work stream was charged with creating a vibrant marketplace where a number of suppliers can supply connectivity services to an agreed HSCN standard.

Phil Swan, Director, Greater Manchester Connect and iNetwork

In April this year the Greater Manchester Connect (GM-Connect) programme was created by the Greater Manchester Combined Authority (GMCA) with the mandate for data sharing across the conurbation. It is doing this by exploring and supporting opportunities for using data sharing across organisations to create better value, more timely intelligence for case workers and residents alike, with a real opportunity to streamline services. Phil has been seconded from iNetwork to work with colleagues across the sector to realise this vision.

Phil leads iNetwork’s work on cross sector opportunities for service reform and works closely with a variety of national, regional and local groups and functions to enable this.

Michael Bowyer, Founder, Loddiswell Consulting; Board Member, Innopsis and Workstream Leader for the HSCN Programme with NHS Digital
Michael has been involved in IT Communication Infrastructure and UC Applications for over 25 years. He has spent 20 years working in Public Sector for Mercury then Siemens (becoming Unify Enterprise Communications). During his career Michael was awarded a Queens Award for Innovation and has won over 10 awards for business excellence and performance in the last 10 years. In his time at Siemens (Unify) Michael worked with the Cabinet Office as an advisor to create the Public Services Network, spent five years on the PSN Programme Board, and was a founding board member for PSNGB Limited (previously Innopsis). At Unify Michael was head of Public Sector and CTO for Unify's Public Sector Western Cluster strategy, Unify's SaaS services and for all related UK Public Services Network (PSN) activities.

In 2015 Michael left Unify to form his own consulting company Loddiswell Consulting Limited and his company delivers consultancy to suppliers wanting to sell ICT solutions to Public Sector. Michael rejoined the Board of Innopsis in 2016 and became the Workstream Leader responsible for the HSCN programme with NHS Digital.


Beatrice Butsana-Sita, Managing Director, Updata Infrastructure
Beatrice joined Updata in May 2016 as Managing Director. She has extensive experience in management roles throughout a long and successful career in the Telecoms industry. Previously Beatrice worked at BT for 15 years where her career extended over many lines of businesses and across multiple professions, culminating in a board position at BT Wholesale and becoming Group Managing Director, Customer First, at BT Group.

Neil Mellor, Channel Director, Government and Health Security, BT
Neil Mellor leads the development of BT’s Security practice in the Government and Health sector.  

With over 25 years’ experience in IT and communications, much of which has been spent working with government, Neil has worked for both SMEs and corporates as well as being seconded into the public sector as an advisor to the London Mayor.

Having been involved in setting up both the PSN (Public Services Network) and G-Cloud programmes, working closely with public sector and industry peers, Neil is a regular speaker and the author of many papers and blogs on public services transformation and cybersecurity.

He has also served on the Boards of industry groups IMRG (the Interactive Media in Retail Group), the Broadband Content Coalition and most recently as a Director of Innopsis (PSNGB Ltd) from 2011-2015.

Keith Smith, Public Sector Development Manager, Virgin Media Business

Keith has been with Virgin Media Business for five years, having previously held positions in many tier one and tier two telecommunications companies worldwide during his 30 year career to date. In his current position Keith is part of Virgin Media Business' UK Central Government, Business Development and public procurement teams.

Ieuan Trigger, Category Director for Network Services, Crown Commercial Service
Ieuan is the Category Director for Network Services in the Crown Commercial Service. Covering procurement and supply of Network Services for Government from Wan & Telephony to Unified Communications. He is also the Crown Commercial Technology Lead for the MOD and Department of Health, including NHS digital, as well as Tier 1 suppliers to Government - Vodafone, VirginMedia and BT.

Ieuan has a background of over 20 years experience in Telecommunications with BT plc. leading sales and delivery for the UK System Integrators, turning round and running Managed Service businesses and setting up and procuring BT’s key technology supplier contracts for global multinational customers. He is graduate of Kings College London and a Freeman of the City of London.
 
Jeff Wallbank, Head of Kent PSN Partnership

Ian Wilcox, Market Development Director, Public Sector, MLL Telecom
Ian has worked as a supplier of systems and services to local and Central Government for 25 years and as a customer working for Hampshire County Council for 13 years.

At MLL Telecom Ian is responsible for shaping the engagement model across the Public Sector channel.  Ian has also been leading MLL Telecom’s engagement on the HSCN programme.

Prior to joining the business, Ian worked for 2 years in the Cabinet Office PSN Programme Team representing Local Government issues on a day to day basis in developing the PSN model and presenting the PSN proposition at Local Government events and workshops.

At Hampshire County Council Ian was responsible for the creation of the Hampshire Public Services Network (HPSN), putting in place the partnership governance arrangements, recruiting members to the partnership and procuring a contract that was fit for purpose.  The HPSN2 was the first local government network to be PSN compliant.

During his time in the industry, Ian has managed the delivery and support, of systems and services, to Central and Local Government and the armed forces, including high assurance networks and multi-level secure systems.
